Послевоенная волна бандитизма захлестнула лежащую в руинах страну. Особенно тяжёлая ситуация сложилась в Одессе. Днём город жил своей обычной жизнью, но с наступлением сумерек из тёмных закоулков, подвалов и бандитских «малин» выползало на улицы всё самое мрачное и жестокое, что было в городе.Грабежи, убийства, воровство, проституция — стали нормой жизни для Одессы. Криминальная слава приморского города дошла до Кремля. Герои фильма, офицеры госбезопасности, отправляются в Одессу, чтобы навести порядок в городе. На проведение операции отведено три дня…
